City of Pickering strengthens accountability and transparency through new online Lobbyist Registry

Pickering, ON, May 2, 2023 – The City of Pickering has launched an online Lobbyist Registry, the first of its kind in Durham Region, that provides a convenient record of people who lobby public office holders outside of public forums like Council and Committee meetings.

The Registry emphasizes the City’s commitment to open, transparent, and accountable government, allowing members of the public to view lobbying activity.

“This new accountability and transparency tool is just one of many ways that Council is making municipal affairs and information accessible to residents, businesses, and stakeholders,” said Mayor Ashe. “We’re already doing a number of activities to support this goal, including posting our Council expenses online and following the City’s Code of Conduct Policy, which governs the behaviour and ethics of elected officials.” 

What is Lobbying?

"Lobby" or “Lobbying” means any communication with a Public Office Holder by an individual who is paid or who represents a business or financial interest with the goal of trying to influence any legislative action including development, introduction, passage, defeat, amendment or repeal of a by-law, motion, resolution or the outcome of a decision on any matter before Council, a Committee of Council, or a staff member acting under delegated authority.

Under the City’s new By-law for the Registry (Number 8003/23), “communication” means any substantive form of communication including a formal meeting, email, letter, phone call or meaningful dialogue or exchange, that materially advances a matter that is defined as Lobbying, whether in a formal or an informal setting.

The By-law also defines the categories of Lobbyists, public office holders, exempted persons and organizations, exempted activities, penalties for not disclosing lobbying activity, and more.

The penalties outlined in the Lobbyist Registry By-law will not take effect until November 1, 2023. This six-month penalty-free period will provide an opportunity to educate and inform those who will be utilizing and accessing the Registry.
