Revised Proposal (2020)
Brock Dersan Developments Inc. has submitted a revised Zoning By-law Amendment, Draft Plan of Subdivision and Draft Plan of Condominium proposing a revised residential condominium applications proposing a development consisting of 204 dwelling units including: 71 townhouse units, 68 back-to-back stacked townhouse units and 65 stacked townhouse units. Vehicular access is proposed from Dersan Street and from Four Seasons Lane.
Revised Proposal (2019)
Brock Dersan Developments Inc. has submitted a revised proposal. The following key changes have been made to the original proposal:
- reducing the number of dwelling units from 411 to 394 units
- reducing the number of back-to-back stacked units from 224 units to 156 units
- removing back-to-back stacked units along the southerly limit of the subject lands adjacent to the Madison development and introducing stacked townhouse units and 3-storey units
- increasing the number of apartment units from 176 units to 194 units
- increasing the apartment building storeys from 12 – storeys and 14 storeys to 14-storeys and 16-storeys
- increasing the size of the private amenity space areas
- increasing parking space requirements for visitor and resident parking
Original Proposal (2017)
Brock Dersan Developments Inc. has submitted a Zoning By-law Amendment application to facilitate a residential condominium development containing a total of 411 units. The proposal includes:
- two apartment buildings having maximum building heights of 12 and 14 storeys containing a total of 176 apartment units;
- 224 back-to-back stacked townhouse units; and
- 11 three-storey townhouse units
The proposal also includes two levels of underground parking containing 489 parking spaces and 91 surface parking spaces distributed across the site. Vehicular access will be provided from Dersan Street and from a future north-south local road.
The applicant proposes to utilize the Bonus Zoning provisions of the City's Official Plan to increase the maximum permitted density beyond what is allowed by the Official Plan, from 140 units per net hectare to 162 units per net hectare, in exchange for the provisions of a community benefit under Section 37 of the Planning Act.

This application has been deemed complete in accordance with the Planning Act.
If a person or public body does not make an oral submission at a public meeting or make written submissions to the City of Pickering before the City of Pickering gives approval or refusal of the Zoning By-law Amendment and/or Draft Plan of Condominium, the person or public body:
i) is not entitled to appeal the decision of the Council to the Ontario Municipal Board; and,
ii) may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to do so.
