The applicant has submitted an application for a Zoning By-law Amendment to facilitate the construction of a six-storey mixed-use building containing 634 square metres of commercial space at grade and 35 residential units. Access to surface parking for the commercial component is proposed from Brock Road, and access to underground parking for the residential component is proposed from Carousel Drive.

The applicant has submitted a revised proposal. The following are key changes to the original proposal:
- a six-storey residential building
- commercial uses removed from the proposal
- access from Brock Road removed
- increases residential units from 35 units to 44 units
- breakdown of units: 36 apartment units and 8 townhouse units
- increases residential parking per unit from 1.14 spaces per unit to 1.75 spaces per townhouse unit and 1 space per apartment unit

If a person or public body does not make an oral submission at a public meeting or make written submissions to the City of Pickering before the City of Pickering gives approval or refusal of the Zoning By-law Amendment, the person or public body:
i) is not entitled to appeal the decision of the Council to the Local Planning Appeal Tribunal; and,
ii) may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
