Revised Proposal

The applicant has revised the proposal to 24 back-to-back stacked townhouses and 50 block townhouses accessed from an internal private road. The applicant has increased the number of parking provided, to meet the minimum requirements of the Seaton Zoning By-law.

Proposal

The applicant is proposing to amend the City’s Official Plan and rezone subject lands to permit a residential condominium development consisting of 28 back-to-back stacked townhouses and 50 townhouses accessed from an internal private road. 

The City’s Official Plan policies require that these lands be reserved for an apartment building at or near the highest density and height permission of 180 units per net hectare. The purpose of the Official Plan Amendment is to reduce the maximum permitted residential density to 75 units per net hectare and permit a range of housing forms.

The intent of the Zoning By-law Amendment application is to request site-specific exemptions to reduce the minimum number of dwelling units and permit back-to-back stacked townhouse dwelling units and townhouse units on the subject lands.  In addition, the applicant is seeking exceptions to specific zoning performance standards to implement their proposal.

If a person or public body does not make an oral submission at a public meeting or make written submissions to the City of Pickering before the City of Pickering gives approval or refusal of the Zoning By-law Amendment and/or Official Plan Amendment, the person or public body:

i)   is not entitled to appeal the decision of the Council to the Local Planning Appeal Tribunal; and,

ii)  may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
