Applications (City File OPA-20-008/P, A 13/20) for Official Plan Amendment and Zoning By-law Amendment have been submitted by Brock and Kingston Holdings Inc. for the lands located on the northwest corner of Kingston Road and Brock Road, municipally known at 1970 Brock Road.

The applicant  provided a second submission  proposing a high-density mixed-use development containing 650 residential units and 1,825 square metres of commercial floor space. Multiple buildings are proposed including a mixed-use building containing two towers (32 and 24 storeys in height) connected by a 6-storey podium structure with commercial space on the ground floor. A 12-storey mid-rise residential building and 50, 4-storey townhouses are proposed north of the towers.  Vehicular access to the development is proposed via two right-in/right-out driveways from Brock Road and Kingston Road.  

The property includes a stone building designated under Part IV of the Ontario Heritage Act (Post Manor), which is proposed to be moved east of its current location, fronting Brock Road. 

Revised Third Submission 

The applicant has revised the application to propose a total of 675 residential units and 1,800 square metres of commercial floor space with a total FSI of 4.36.  623 units will be contained within two towers (now proposed to be 30 and 12 storeys in height) connected by a 6 storey podium.  The podium will contain 1,1855 square metres of at-grade commercial floor and 285.0 square metres of live/work commercial floor space.  52 units will be contained within two 4-storey stacked townhouse blocks along the north and west sections of the subject lands. 

The existing stone building designated under Part IV of the Ontario Heritage Act (Post Manor), is proposed to be moved east of its current location, fronting Brock Road.

This application has been deemed complete in accordance with the Planning Act.

If a person or public body does not make an oral submission at a public meeting or make written submissions to the City of Pickering before the City of Pickering gives approval or refusal of the Zoning By-law Amendment and/or Draft Plan of Condominium, the person or public body:

i)   is not entitled to appeal the decision of the Council to the Local Planning Appeal Tribunal; and,

ii)  may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
