On October 23, 2019, CAPREIT, owners of Pickering Place (the five apartment buildings located between Glenanna Road and Valley Farm Road north of Pickering Parkway), appealed the City Initiated Zoning By-law Amendment (A 06/19) to the Local Planning Appeal Tribunal (LPAT) pursuant to Section 34(19) of the Planning Act.

Proposed Amendment to City Centre Zoning By-law 7553/17
The City of Pickering has initiated a Zoning By-law Amendment. The purpose of this amendment is to facilitate a joint venture initiative between the City of Pickering and OPB Realty Inc., the owner of the Pickering Town Centre, to develop a portion of the Pickering Town Centre (PTC) lands on the west of Glenanna Road between Kingston Road and Pickering Parkway, and the City lands on the south side of The Esplanade South. The City is proposing the following amendments to the City Centre Zoning By-law 7553/17:
City of Pickering lands:
- Rezone City lands from City Centre Civic (CCC) zone to City Centre Two (CC2) zone in order to permit residential uses, as shown on the Location Map below
- Increase the maximum permitted building height on the City lands from 77 metres (approx. 25-storeys) to 125 metres (approx. 40-storeys), as shown within the orange area on the Building Height Map below
Pickering Town Centre (PTC) lands:
- Permit the following increases in the maximum permitted building height on a portion of the PTC lands:
- from 47 metres (approx. 15-storeys) to 155 metres (approx. 50-storeys) for one building, as shown within the red area on the Building Height Map below
- from 47 metres (approx. 15-storeys) to 125 metres (approx. 40-storeys), as shown within the yellow area on the Building Height Map below
- from 77 metres (approx. 25-storeys) to 125 metres (approx. 40-storeys), as shown within the orange area on the Building Height Map below
The joint venture initiative between the City and OPB Reality Inc. includes a new Central Library, Arts Centre, Seniors and Youth Centre, and various mixed-use high density residential buildings ranging in height between 9-storeys and 40-storeys, except for one landmark signature building having a maximum height of 50-storeys.

Planning Act Requirements
This application has been deemed complete in accordance with the Planning Act.
If a person or public body does not make an oral submission at a public meeting or make written submissions to the City of Pickering before the City of Pickering gives approval or refusal of the Zoning By-law Amendment, the person or public body:
i) is not entitled to appeal the decision of the Council to the Land Planning Appeal Tribunal; and,
ii) may not be added as a party to the hearing of an appeal before the Land Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
