Proposal

Drinking Water Source Protection is an initiative of the province of Ontario to protect municipal drinking water sources from activities that would pose a threat to water quality and quantity. 

In accordance with this initiative, the City is subject to the Credit Valley, Toronto and Region, and Central Lake Ontario Source Protection Plan (CTC SPP) and the Toronto & Region Assessment Report (both of which came into effect in 2015) with subsequent amendments approved by the Minister of the Environment, Conservation and Parks and came into effect on March 25, 2019.

Municipalities are required to amend their Official Plans to conform to the applicable Source Protection Plan. The City's Official Plan must therefore be amended to conform to the policies of the CTC SPP and mapping in the Toronto & Region Assessment Report.

Planning Act Requirements

If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Pickering before the Council adopts the proposed Official Plan amendment, the person or public body:

i) Is not entitled to appeal the decision of the Council to the Local Planning Appeal Tribunal; and 

ii) May not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
