Special Council Meeting to Appoint New Member - January 13, 2022 at 7:00 p.m.

An electronic, Special Meeting of Council, will be held to hear presentations and review the applicants who have applied and consented to the appointment for the Office of City Councillor, Ward 2.

Applicants will be invited into the Electronic Meeting so that they can appear on camera before Council and the public through the Livestream. The applicant’s presentation will be verbal and applicant’s may display a PowerPoint presentation by sharing their screen. If an applicant has a presentation aid, it must be approved by the City Clerk and submitted by noon, 2 business days prior to the Meeting. Applicant’s presentations will be limited to 5 minutes each and may be followed by questions from Members of Council.

The process will be conducted in accordance with the Clerk’s Procedures.

Notice of Vacancy for City Councillor, Ward 2

TAKE NOTICE that a vacancy exists on City of Pickering Council for the Office of City Councillor, Ward 2 and that on November 22, 2021, Council decided to fill this vacancy by appointment in accordance with Section 263(1)(a) of the Municipal Act, 2001.

The details of the decision of Council to appoint an individual from the public by soliciting applications are included in Report CLK 06-21.

The term of office for this position is from the date of the Council appointment to when the new Council is deemed to be organized after the 2022 Municipal Election.

A Special Electronic Council Meeting to appoint a successful candidate will be held on January 13, 2022 at 7:00 pm. Qualified candidates will be notified of the Meeting date by the City Clerk.

To qualify to hold office on municipal council, candidates must be a qualified elector as set out in the Municipal Elections Act and therefore must:

  • reside in the City of Pickering or be the owner or tenant of land there, or the spouse of such owner or tenant;
  • be a Canadian citizen;
  • be at least 18 years old; and,
  • not be prohibited from voting under the Municipal Elections Act or otherwise by law.

The deadline to submit an application in person was at 4:30 p.m. on December 17, 2021.

Please be advised that the successful candidate, in being appointed to the Office of City Councillor, Ward 2, will be required to show proof of receipt of all recommended doses of the Covid-19 vaccine, in accordance with the City’s Mandatory Vaccination Procedure, to the Human Resources Department.

What is the term of office?
The term of office starts when the successful candidate takes their Oath of Office at the Special Council Meeting in January 2022 and ends when the new Council is deemed to be organized after the 2022 Municipal Election. 
Who can be a candidate?

The Municipal Elections Act, 1996 sets out in detail the requirements to be met by candidates for office.

Candidates for the office of City Councillor, Ward 2 must meet the same criteria as eligible voters.

You must be:

  • a resident of the City of Pickering, or an owner or tenant of land in the City of Pickering, or the spouse of such owner or tenant;
  • a Canadian citizen;
  • at least 18 years old;
  • not be prohibited from voting under the Municipal Elections Act or otherwise by law.

Please note that Section 29(4) of the Municipal Elections Act states that “if a Municipality is divided into wards, a person is eligible to be nominated for an office in an election in any ward of the municipality”.

What are the responsibilities of the office?

The role of Council is laid out in Section 224 of the Municipal Act, 2001:

(a)  to represent the public and to consider the well-being and interests of the municipality;

(b)  to develop and evaluate the policies and programs of the municipality;

(c)  to determine which services the municipality provides;

(d)  to ensure that administrative policies, practices and procedures and controllership policies, practices and procedures are in place to implement the decisions of council;

(d.1)  to ensure the accountability and transparency of the operations of the municipality, including the activities of the senior management of the municipality;

(e)  to maintain the financial integrity of the municipality; and

(f)  to carry out the duties of council under this or any other Act.  

What is the compensation for this role?
The Municipal Act, 2001, authorizes municipalities to pay remuneration and expenses to councillors. Remuneration and expenses are outlined in City of Pickering Policy ADM 190, Council Compensation Policy.
Is there a fee to file my application?
There is no fee required to submit an application for appointment to the Office of City Councillor, Ward 2.
Will the information I provide be made public?
Personal information collected for the City Councillor, Ward 2 application process is collected under the authority of the Municipal Act, 2001, and the Municipal Elections Act, 1996, for the purpose of assessing whether a nominee may be appointed to municipal office. This information will be published on the public agenda for the appropriate Special Council Meeting. Questions about the collection of personal information can be directed to the Clerk’s Office.
Once I submit my forms, am I considered a candidate?
The City Clerk will review all applications to confirm eligibility. All individuals who filed an application will be notified in writing of the status of their eligibility by the City Clerk on December 20th.
As a Certified Candidate, do I have to speak at Council?
All certified candidates will be invited to the Electronic Special Council Meeting in January and will be given 5 minutes each to address Council.
