The applicant has submitted applications for Zoning By-law Amendment, Draft Plan of Subdivision and Draft Plan of Condominium in order to facilitate a residential condominium development consisting of 48 stacked townhouse dwellings and a common element condominium development consisting of 13 street townhouse dwellings. Vehicular access to the development will be provided through a private looped road  from the north side of Sparrow Circle. Materials and drawings submitted in support of these applications are found below. 

Revised Proposal (2nd and 3rd Submission)

Highcastle (1939 Altona Rd.) Inc. has revised the proposed development to reduce the total number of residential dwellings from 61 to 57 units. The revised applications propose a condominium development consisting of 45 stacked townhouse units and 1 street townhouse unit and a common element condominium development consisting of 11 street townhouse units. The revised proposal retains a single vehicular access on Sparrow Circle and proposes a new right-out access onto Altona Road. 

The applicant provided a 3rd submission of materials to address detailed technical comments provided by internal City Departments and External Public Agencies. No further changes were made to the number of units proposed or the site access, since the second submission.

Planning Act Requirements

This application has been deemed complete in accordance with the Planning Act.

If a person or public body does not make an oral submission at a public meeting or make written submissions to the City of Pickering before the City of Pickering gives approval or refusal of the Zoning By-law Amendment, the person or public body:

i)   is not entitled to appeal the decision of the Council to the Local Planning Appeal Tribunal; and,

ii)  may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
