A draft Vehicle for Hire Licensing By-law has been prepared to replace the City’s existing Taxicab Licensing By-law 6702/06.

The purpose of the Vehicle for Hire By-law is to ensure:

  • Services are provided by qualified and trustworthy industry participants,
  • Vehicles are safe, clean and properly maintained,
  • There is accountability for industry participants, and
  • There is equal, fair and courteous treatment amongst industry participants and service users.

The proposed by-law will introduce regulations for ride sharing companies, referred to as Personal Transportation Companies, and revise regulations applicable to taxicabs so that there is consistency between both where possible. It will also expand the requirements for the provision of accessible services.

The City is seeking feedback from the public and industry participants regarding the draft by-law until August 31, 2019.

Staff will review comments received through the public consultation and prepare a final version of the proposed by-law for presentation to the Taxicab Advisory Committee in September 2019.  The final version of the proposed by-law will be forwarded to Council for consideration in late Fall.
