Seniors and Persons with Disabilities Snow Clearing

Registration for the 2026/2027 program will be open from September 11 to October 16, 2026. The program operates from November 1, 2026 to April 30, 2027.

Please note: Completed applications will be accepted starting September 11, 2026, in person or by mail. All supporting documentation, including a cheque post-dated to October 16, 2026, and made payable to the City of Pickering, must be submitted by the registration deadline of October 16, 2026.

Applications will be accepted after the registration closes, provided the program has not reached capacity.

Please note that incomplete applications will not be considered.

Do I Qualify?

In order to qualify, you must meet the following criteria:

  • You live within the urban area of Pickering (south of Taunton Road), or within the hamlets of Brougham, Claremont, Greenwood & Whitevale.
  • You are over the age of 65, or if under 65 years, have proof of permanent physical or cognitive disability. Medical documentation required for participants or those under 65 with permanent physical or cognitive disability issued within last 5 years (if not on file).
  • There is no one between the age of 18-65 residing in your home (with the exception of a person with a permanent physical or cognitive disability – medical documentation required).
  • Be the registered owner(s) on title for the property (proof required), property taxes are in good standing, and reside within the property you are applying for.
  • Property is registered as a single dwelling.
  • I will not be away from my residence for more than a 2 consecutive week period during the program dates.
  • My address is on a municipal street.
  • My address is within a Condo Corporation that does not provide full snow removal services (A letter provided by the Condo Corporation detailing what services are provided regarding snow removal services). This program will only clear the windrow and concrete sidewalks adjacent to the property within the Condo Corporation Property.

Not Eligible

GAINS (Guaranteed Annual Income System) and/or GIS (Guaranteed Income Supplement) recipients are exempt from the program fee (proof is required: copy of Government of Canada letter, T5007 document, cheque stub).

Applicants with proof of permanent physical or cognitive disability will be given priority.

An electronic lottery system will be used for the remaining available spaces if we exceed the program capacity.

How do I apply for the 2026/2027program?

  • Mail in a completed application, with all supporting documentation, including a cheque, post-dated to October 16, 2026, and made payable to the City of Pickering, in time to meet the registration deadline of October 16, 2026.
  • Please note: If you prefer, you may mail in your application and supporting documents, or you can put them in the drop box that is located between City Hall and the Library. Customer Care staff will contact you if additional information is required. All confidential documentation will be shredded once it has been reviewed.
  • Post-dated cheques are the preferred method of payment; but payment can also be made at City Hall. Payments made by other methods prior to the program registration period closing are non-refundable.
  • We will let you know if your application has been selected before we process your cheque. If your application is not selected, your cheque will be returned to you promptly.
  • Refunds will not be issued once you have been confirmed in the program.
  • An administration fee ($54.00) will be applied for payments not cleared by your financial institution.

Application Checklist (mandatory documents):

Please be sure to include the following supporting documents with your application form:

  • GAINS or GIS Receipt – please provide one of the following: Copy of Government of Canada letter, T5007 document, or cheque stub.
  • 2025 Notice of Income Tax Assessment (sent from Revenue Canada after your taxes have been filed) – one for each person registered on the title and/or living in the home.
  • Proof of residency for those on title who do not reside at the home (driver’s license/most recent paystub, or if requested, their 2025 Notice of Income Tax Assessment).
  • Medical documentation for participants and/or those under age 65 residing in the home with permanent physical or cognitive disability issued within last 5 years (if not on file).
  • Proof of age (Driver’s License/Health Card).
  • Copy of your 2026 Property Tax bill from the City of Pickering for proof of person(s) on title for the property.
  • A letter provided by the Condo Corporations on letterhead detailing what services are provided regarding snow removal services (if applicable).
