Municipal Contribution Agreement with Ontario Lottery and Gaming Corporation

The City of Pickering has a Municipal Contribution Agreement with the Ontario Lottery and Gaming Corporation (OLG), through which it receives non-tax gaming revenue for hosting the Pickering Casino Resort.

Since the casino opened in July 2021, OLG has provided the City with a total of $65,008,832 in non-tax gaming revenue (as of July 2025). A portion of this revenue is also shared with the Region of Durham.

Casino revenues have supported both the City’s Current and Capital Budgets, funding various initiatives and infrastructure projects.

Exploring Additional Funding Sources

While property taxes remain the City’s primary source of revenue, Pickering actively pursues alternative funding opportunities to help ease the financial burden on residents. These include:

1.    Applying for eligible funding and grants from the federal and provincial governments.
2.    Establishing naming rights partnerships.
3.    Leveraging revenue through the Municipal Contribution Agreement with OLG.
