The City of Pickering issues lottery licences to eligible charities, non-profit organizations and religious organizations within the community for charitable gaming events. These may include: bingos, raffles and break open tickets.

Determining Eligibility

To be eligible to receive a lottery licence, an organization must have charitable objectives that fall within one or more of the following classifications:

  1. The relief of poverty
  2. The advancement of education
  3. The advancement of religion
  4. Other charitable purposes beneficial to the community

The following are pre-requisites to be considered eligible for a lottery licence:

  1. Organizations must be in operation, within the Province of Ontario, for at least 1 year.
  2. The organization must demonstrate that its purpose is to provide charitable services primarily to the residents of Durham Region and use proceeds for objects or purposes which benefit the community of Durham Region.

Examples of organizations that are not eligible for a lottery licence include, but are not limited to, social clubs, adult hobby groups, political lobby groups and for-profit organizations.

How do I apply?

Prior to applying for a lottery licence, please review the General Terms and Conditions of Lottery Licensing as set out by the Alcohol and Gaming Commission of Ontario (AGCO). For more information, please refer to the Lottery Licensing Policy Manual (LLPM).

To apply, submit the completed Lottery Licensing Eligibility Application, in person, via email to clerks@pickering.ca or by mail to the address indicated below. Please note: electronic signatures are accepted.

You will need to include the following documentation to determine your eligibility:

  • Copy of Letters Patent;
  • Copy of the Constitution and Bylaws, including a general dissolution clause should the organization dissolve;
  • Proposed budget for the current fiscal year;
  • Copy of financial statements, audited where applicable;
  • A complete list of your Board/Executive indicating the title, name, address, telephone number and email for each;
  • Copy of Charitable Registration number and most recent charitable return with the CRA, where applicable; and
  • A detailed list of proposed uses of lottery proceeds.

Once we are in receipt of your application, a minimum of 2 weeks is required to review a lottery eligibility application.

Please note, if you have already been approved for a Lottery Licence with the City of Pickering, and have conducted a lottery event within the last two (2) years, you do not have to re-apply for eligibility.

Types of Lottery Licensing schemes

The City of Pickering has the authority to issue lottery licences to eligible organizations for:

Raffles

Raffles with a total prize value of less than $50,000, which may include:

  • 50/50
  • Catch the Ace
  • Blanket Raffles
  • Stub Draw

Raffles with a total prize value over $50,000 and all electronic raffles, must apply for a licence through the AGCO.

Break Open Tickets

Break Open Tickets are instant-win lottery tickets commonly known as “pull tab” or “nevada” tickets. To apply, please complete the Break Open Ticket Application and review the Break Open Ticket Terms and Conditions.

Bingo Licence (Non-Pooling)

Bingo events with prize board of up to $5,500. To apply, please complete the Application to Conduct a Bingo Lottery and review the Bingo Licence Terms and Conditions.

cGaming Bingo Permit (Delta Bingo Pickering)

Complete the Lottery Licensing Eligibility Application above and submit it to the City for review.

To ensure our current charities are not affected, approval of new Charitable Organizations is dependent on the availability of sessions at Delta Bingo Pickering. Please be advised, until we can determine the impact of the new Pickering Casino Resort, if your application is approved, you will remain on a waitlist.
