Class Environmental Assessment (EA)
February 9, 2026
The Study
The City of Pickering is updating the 2009 Frenchman’s Bay Watersheds Stormwater
Management (FBWSWM) Master Plan. The Master Plan Update will evaluate the efficiency of
the current stormwater management system. It will also develop a preferred stormwater
management strategy considering future growth and climate change challenges. The Study
Area is shown in the Location Map. Aquafor Beech Limited has been retained by the
City of Pickering to complete the Master Plan Update.
The Process
The study will be conducted in accordance with Approach #2 for Master Plans, as outlined in the
Municipal Engineers Association’s, Municipal Class Environmental Assessment (EA) (October
2000, amended 2007, 2011, 2015, 2023 and 2024). The Study will address the first two phases of
the Master Plan Class EA process. Consultation with the public and agencies will be a key
component of the Study. Public Information Centres will be held to discuss matters related to the
study. These include problems, opportunities, alternative solutions, evaluation criteria,
environmental impacts and mitigation measures. Dates and details for public engagement will be
advertised as the Study progresses.
