Proposal
On September 29, 2025, Council endorsed the preferred design concept for the Seaton Recreation Complex & Library and authorized staff to proceed to the design development phase of the project. Since Council’s endorsement, the consulting team has continued to refine the Seaton Recreation Complex & Library design. Based on the most recent site plan, a site-specific zoning by-law amendment is required to permit the construction of the Seaton Recreation Complex & Library. The proposed amendment would remove the maximum front yard setback requirement, reduce the required number of parking spaces, and permit parking areas between the building and the street.
