Campaign to protect Frenchman’s Bay
Mayor Kevin Ashe, on behalf of the City of Pickering and Members of Council, recently issued a letter to the Prime Minister of Canada requesting federal support to acquire Frenchman’s Bay and return this treasured natural asset to public ownership.

The continued private ownership of Frenchman’s Bay poses a significant and growing risk. Leaving this ecologically sensitive and culturally important area vulnerable to unwanted development and the uncertainties that come with private control of what should be a publicly accessible natural asset. Securing public stewardship is essential to ensure its long-term protection, ecological integrity, and open access for all.
A brief History of Ownership
While most bodies of water are typically under Crown ownership, Frenchman’s Bay is subject to a Charter issued by the Crown in 1853 – 14 years before Canadian Confederation. The act formally incorporated the Pickering Harbour Company, which has owned the Bay ever since. The Pickering Harbour Company was created by the Crown before Canada came into existence as a nation, and before its constitution came into existence. For this reason, development of the Bay may not be subject to the same legal and planning regulations as development elsewhere in the City.
The City of Pickering remains deeply committed to preserving the unique character of its waterfront. We have successfully opposed inappropriate waterfront development applications in the past, and we will continue to apply the same rigorous standards to any future proposals.
