Proposal
Applications for a Zoning By-law Amendment (City File A 04/25) and Draft Plan of Subdivision (City File SP-2025-02) have been submitted by Oak Ridges (Seaton) Inc. for the property located at the northwest corner of Whites Road and future Alexander Knox Road within the Seaton Community. The applicant proposes to develop the land into a residential subdivision consisting of five blocks, with a total of 27 townhouses and a laneway. The plan is designed to align with the adjacent Draft Plan of Subdivision (City File SP-2009-02). To facilitate this development, the applicant is proposing to rezone the subject lands from an existing agricultural zone to residential zones, in alignment with the adjacent zoning categories. A copy of the draft plan of subdivision is attached to the Notice of Complete Application.
A Statutory Public Meeting is being held to consider an Information Report regarding the following proposal.

The 2026 Weight Restriction Season for City of Pickering roads begins March 9th and is set to end on April 30th. The actual end date will be determined following reviews of road and weather conditions toward the end of the Weight Restriction Season. Signs will be erected on all City roads where these weight restrictions apply.

February 26, 2025 – Due to Councillor Lisa Robinson’s ongoing, disruptive, and harassing behaviour towards City staff, we have made the mutual decision that staff will not attend the Executive Committee and Planning & Development Committee meetings on March 3, 2025, or the City Council meeting on March 24, 2025.
Proposal
The applicant is proposing to develop a residential subdivision with 76 lots for detached dwellings,
5 blocks for 28 street townhouses, two public roads, a stormwater pond, and open space blocks.
To support this development, the applicant is proposing to amend the City’s Consolidated Zoning
By-law 8149/24, which currently zones the property for agricultural uses. The applicant is
proposing to rezone the site to appropriate residential zone categories to facilitate this
development.
